The detailed Annual Workplan for the Project includes contributions from experts of diverse areas such as: Irrigation, Agriculture, Drinking Water and Early Warning Systems plus deep concerns on cross cutting themes like Gender, Human Rights and Do no Harm. The Project Team — in consultation with respective Civil Society Organizations (CSOs) and other responsible partners – has also simultaneously developed a field level Action Plan with community mobilization guidelines. The Project plans to assess the current context subsequently setting targets for Project indicators through a Baseline Survey. The final Logical Framework will be created and updated regularly as we monitor the Project progress.
The weekly progress meetings at the Project Management Unit and the Deputy Project Director’s Office periodically check if the Project implementation is on par with its initial Workplan. Reporting and discussions at monthly meetings with Civil Society Organizations help obtain a significant knowledge of field level progress. Another crucial element – a mechanism for Divisional level grievances is also included in the process ensuring smooth project implementation at field level. Officials, who represent the Project Team at the District Coordination Committee meetings will share the mechanism findings. An appropriate monitoring mechanism with stakeholders will also be established ensuring the effective achievement of Project goals with the anticipated quality.
Members of the participating Civil Society Organizations and the Community Based Organizations will be trained on participatory monitoring of the Project and an appropriate plan will be developed. The Monitoring and Evaluation Specialist with appropriate team member participation will make six-monthly visits to record and document the beneficiary and stakeholder views, comments and the Project progress. Furthermore, the Project Team would conduct an annual review at different levels (Community, Divisional and District) to review Project progress and address any challenges.
In addition to that, the Donor – Green Climate Fund – will conduct Mid-term and End Term evaluations.
